AIMS AND CONTENT

LEARNING OUTCOMES

The course provides the basic tools for understanding the process of technological evolution and digitisation in the institutional and substantive law of the European Union. At the end of the course students will acquire normative knowledge, will be able to identify open problems and will acquire critical and autonomous thinking skills

AIMS AND LEARNING OUTCOMES

The course is aimed at acquiring specific skills with regard to the main EU policies relating to digitization, through an in-depth study of the various areas in which the European Union holds competences for the implementation of the so-called "digital transition". The role of the Member States in the implementation of European policies in the area in question will also be analyzed. In this context, the course aims at providing students with the knowledge necessary to understand and operate with the institutions and rules of the sector. Particular consideration will be given to, inter alia, the new strategic lines adopted and being implemented by the European institutions (including the European digital agenda for the decade 2020-2030 and the 2019-2024 political guidelines of the European Commission), with the analysis of tools and perspectives relating to different subjects. Specific attention will be paid to the European Union as a promoter of the so-called "Digital transition", the institutional structure created by the Lisbon Treaty for this purpose, as well as the coordination relations with the Member States developed in this area. These skills will allow students to better fit into European professional contexts.
On a voluntary basis, participation in presentation activities is intended to enable people to acquire team working and public speaking skills.

TEACHING METHODS

Frontal lessons with contextual streaming on TEAMS. The TEAM code for lectures, as well as the teaching materials are uploaded on the aulaweb page to which students are invited to register.

On a voluntary basis, alongside theoretical lectures, interested persons (individually or in groups of two) will be able to present rulings assigned by the lecturer to deepen general topics and develop team working and public speaking skills, obtaining a specific open badge in 'transversal skills'.

SYLLABUS/CONTENT

The course covers:

i) The role and competences of the European Union in the digital area, with particular reference to the institutional structure outlined by the Lisbon Treaty; ii) European strategies in the field of digitization and future planning, the digital transition as a cross-cutting objective (including the coordinated development of artificial intelligence at European level); iii) Artificial intelligence in EU policies and law; iv) The protection of human rights in the digital context; v) The protection of personal data; vi) Digitalisation and civil judicial cooperation; vii) The Digital Single Market.

EXAMS

EXAM DESCRIPTION

The exam is oral and will take place in presence. 

Students attending classes will be given the possibility to sustain a written text at the end of the course. 

ASSESSMENT METHODS

The exam aims to verify the acquisition, by the candidate, of in-depth knowledge in relation to the topics covered by the teaching. The evaluation of the oral exam also takes into account the presentation methods, including the use of appropriate legal terminology, as well as the skills of critical analysis and personal re-elaboration of the topics addressed.
