CODE 90470 ACADEMIC YEAR 2017/2018 CREDITS 6 cfu anno 2 SAFETY ENGINEERING FOR TRANSPORT, LOGISTICS AND PRODUCTION 10377 (LM-26) - SCIENTIFIC DISCIPLINARY SECTOR ING-IND/17 LANGUAGE English TEACHING LOCATION SEMESTER 1° Semester MODULES Questo insegnamento è un modulo di: RESILIENT SUPPLY CHAIN MANAGEMENT AIMS AND CONTENT LEARNING OUTCOMES This course will have emphasis on the vulnerability of the complex technical infrastructures on which modern industrial society depends. Technological solutions for the preventive surveillance of production and the availability of failsafe procedures for emergency responders will be discussed and presented including some application of IOT for goods safety and security. AIMS AND LEARNING OUTCOMES The course deals with the two main threats to transport and distribution of goods: terrorism and natural disasters. These events can have a devastating impact on the global commodity network and require a careful set of prevention and protection measures. Starting from the analysis of real events basing on the history of the last 40 years, the course identifies the main actions for prevention and protection, the evolution of the approach by analyzing the latest technologies and available resources. The course looks closely at recent US legislation on the phenomenon given its impact on the world trading network. Classroom exercises and multi-day business games are planned, which simulate a "rescue mission" using the Sahana Eden platform. SYLLABUS/CONTENT Part 0 – Introduction to the concept of di Homeland Security • Introduction, notion of Homeland Security (HS), analysis of terrorist acts and sabotage (Samuel Byck, 9/11) Part 1 - Threats from terrorist acts and natural disasters • International terrorism and the evolution of natural disasters, elements of analysis and characterization of the phenomenon • The development of US Patriot Act and its impact on the global flows of goods and people • Organization of DHS and its structuring for lines of action • The role of intelligence and coordination as a tool for prevention and protection • Security strategies (anti-terrorism and counter-terrorism) • Contingency Plans: A methodology to increase readiness to adverse events • Chemical, bacteriological, radioactive and explosive threats: protection of goods in transit and in storage. • The risk mitigation process: actions and operational tools to increase security. Business Game: Support a community after a seismic event through the Sahana Eden Cooperative Platform (https://sahanafoundation.org/products/eden/) • The role of politics in the management of terrorist threats, asymmetric warfare and a natural event. • Legal aspects and impact on the free movement of goods, people and ideas. Part 2 –Security enabling technologies • IT security management technologies • Security management technologies in the transport sector: • Air freight traffic • Sea freight traffic • Terrestrial freight traffic • Transport of dangerous goods in road, sea and railways • Maritime security procedures according to the IMDG Code. Part 3 - Methodologies and tools for the security of goods • Bayesian statistics applied to the industrial sector • Decision support methodologies: Bayesian analysis, payoff table analysis, decision tree analysis and zero-sum game theory. • The Viareggio case (exercise and discussion in the classroom) • Simulation models for the assessment of the impact of industrial accidents on the transport of dangerous goods. • Fallout Templates for Release of Dangerous Substances in the Environment: The Transitional Puff Scenario (Explosion) • Structural mechanics, determination of stress characteristics, determination of tension and deformation, elasticity and plasticity, plastic collapse, boundary analysis theorems. • Theories on breaking, breaking conditions, breaks for repeated stresses, fatigue breaking criteria. Equivalent limit states: safety check. • Explosion, fireball and BLEVE effect patterns: structural aspects and protection criteria for freight transport and storage systems. Assigment: Assessment of accident scenarios and risk mitigation by simulation and scenarios analysis (DA) • The problem of e-commerce: safe handling of goods and purchasing procedures RECOMMENDED READING/BIBLIOGRAPHY Reference textbooks W.Oliver, N. marion, J, Hill, Introduction to homeland security, A.
