CODE 94852 ACADEMIC YEAR 2018/2019 CREDITS 6 cfu anno 1 AMMINISTRAZIONE E POLITICHE PUBBLICHE 8772 (LM-63) - GENOVA SCIENTIFIC DISCIPLINARY SECTOR IUS/14 LANGUAGE Italian TEACHING LOCATION GENOVA SEMESTER 2° Semester MODULES Questo insegnamento è un modulo di: EU LAW AND MULTILEVEL GOVERNANCE TEACHING MATERIALS AULAWEB AIMS AND CONTENT LEARNING OUTCOMES The course wishes to offer students in-depth knowledge of the elaboration and implementation of public policies of the EU, so as to enable a better understanding of the instruments and competences of the Union, and of the consequences of said policies on decision taking processes at the national and local level. AIMS AND LEARNING OUTCOMES The module wishes to deepen the knowledge already acquired by students during the basic course on EU law, in-depth knowledge on the elaboration and implementation, at the national and local level, of the policies of the EU in social, economic and environment matters. In this sense, the aim is to offer students necessary tools to fully understand (i) competences of the Union, in particular in light of the competences that still rest with Member States under the principle of subsidiarity; (ii) instruments of the Union to develop its policies, and how these instruments should be applied and interpreted; (iii) consequences on national and local decision-making processes. Such competences will allow students a better working capcaity, such as for example in public adiminstrations, where EU statutory provisions and case law play a significant role which require specific professionals and skills to understand the "multi-level" systems that has emerged with the European policies that affect the legal systems of alla Member States. TEACHING METHODS Frontal lectures, to which monographic seminars and other activities can be added. SYLLABUS/CONTENT Principles on competences of the Union and excerise thereof; classification of competences. Policy for sustainable development: - economic dimension (internal market and European monetary union) - social and working policies - environment policies, also in relations to international environmental law Area of Freedom, Security and Justice: border controls, asylum, and immigration. According to the academic calendar of the Department of Political Science, classes will presumably begin February 19th, 2018 Class schedule PUBLIC POLICIES AND EU LAW EXAMS EXAM DESCRIPTION Oral examination. The examination commission is designed by the Council's department and includes both lectures of the course. Students will have to register online before giving the exam. Should this not be done, the student will not be allowed to give the exam. ASSESSMENT METHODS The oral examination will examine the acquired knolwledge of the topics addressed during the course, capacity of critical reasoning and individual re-elaboration of notions.
