AIMS AND CONTENT

LEARNING OUTCOMES

The course provides profound knowledge on the dynamics of power within complex organizations to respond to the challenges of efficiency and adaptation to new tasks through new organizational models and through appropriate training and allocation of human resources. The course provides tools to identify the problems of the public / private relationship.

AIMS AND LEARNING OUTCOMES

The course will introduce students to the functioning of the public sector and the main theories that have inspired administrative reforms in most OECD countries: New Public Management, Public Governance, Nudge. The course also teaches to: apply a logic of problem-solving to relevant case studies adopting a policy perspective; address the challenge of increasing the efficiency of public administrations with new organizational designs; understand stakeholders’ expectations; use the instruments of innovation technologies for public administration.

At the end of the course students are expected to:

• Describe the functioning logics of the public institutions
• Describe the relations between political and administrative actors in different organization models
• Identify the opportunities and risks of the instruments of innovation technologies for public administration
• Distinguish the different logics (legal, politics, economic, policy) of the public institutions, identifying the prevailing logic and the entanglements
• Apply the logic of problem solving to specific case studies

SYLLABUS/CONTENT

The first unit of the course will include the following topics and theories:

Goals and functioning logics of the public institutions

Functions and specificities of the public institutions

The actors of the public administration

Decision making in the public sector

New Public Management

Governance

Nudge

The second unit will address public administration’s specific models and arrangements in the light of the theories presented in the first unit of the course:

The main trajectories of administrative reforms in Italy

The relations between public institutions and subsidiaries

Public contracts

Public sector employment

The public-private partnership

The second unit also includes specific case studies, analysed with a logic of problem solving.

Oral examination (attending and not attending students)

Attending students are expected to present group projects. Presentations of group projects add from 0 to 3 additional points to the mark of the oral exam.
