The module concerns laws, regulations and technical standards putting in evidence problems relevant to:
in transport systems.
The module takes marine transport as a model case of safety regulation in transport and aims at providing the basic concepts of safety legislations and certification in marine transport in order to provide to safety engineers the necessary instruments to understand, implement and manage safety systems/models in accordance with present legal framework. In particular, the module analyses international, EU and national directives, regulations and technical standards related to safety implementation, certification and control in marime transport sector. Moreover, the course highlights relationship between safety and responsibility in marine casualties.
The module takes maritime transport as a model case of transport safety regulation and aims to provide the basic concepts of safety regulations and certification in maritime transport in order to provide safety operators with the necessary concepts to understand, implement and manage security systems / models in accordance with this legal framework. In this perspective, the teaching analyzes: - the sources of the applicable legislation on maritime transport (international law, of the European Union, national) - the content of the main international, EU and national regulations concerning the implementation of safety, certification and control in the maritime transport sector. - the regulation of the controls carried out in terms of maritime safety by the flag and port authorities; - the role of regognised organisms (classification societis) - the rules on maritime accident investigations - the regulation of liability related to maritime accidents Individual study, attendance and participation in the proposed educational activities will enable the student to: Identify the law sources applicable to cases and understand and apply the rules contained in them according to the methods of each area; Understand and remember the main regulatory provisions that govern safety at sea; Understand the structure and functioning mechanism of the main maritime safety instruments; Read and critically examine legislation of international origin, of the European Union or national Express yourself in appropriate legal technical language. Illustrate and explain clearly what you have learned.
The teaching, held by Prof. Pierangelo Celle, consists of lectures, for a total of 40 hours, during which the main juridical notions relating to the transproto and maritime safety will be presented and analyzed, in the light of the pertinent discipline of origin international, European or national. The exam is written and consists of a series of multiple choice questions related to most of the topics covered during the lessons. Only students who have attended at least 2/3 of the lessons will be given the opportunity to take the exam in pre-appeal.
The exam aims to verify the actual knowledge and acquisition by the student of the concepts learned during the module and so: - identify and define legal concepts using appropriate technical language; - identify and define the role of the various parties involved in the maritime transport and safety sector - identify and apply the main regulatory provisions governing the carrying out of transport and maritime safety relations
