OVERVIEW

The course focuses on the main European Union policies in the area of digitization and aims to provide students with a thorough understanding of the relevant EU legislative instruments. Special attention is devoted to issues that are of interest to public administration.

AIMS AND CONTENT

LEARNING OUTCOMES

The course provides the basic tools for understanding the process of technological evolution and digitalization in the institutional and substantive law of the European Union. At the end of the course students will acquire normative knowledge, will be able to identify open problems and will acquire critical and autonomous thinking skills

AIMS AND LEARNING OUTCOMES

The course is aimed at acquiring specific skills with regard to the main EU policies relating to digitization, through an in-depth study of the various areas in which the European Union holds competences for the implementation of the so-called "digital transition". The role of the Member States in the implementation of European policies in the area in question will also be analyzed. In this context, the course aims at providing students with the knowledge necessary to understand and operate with the institutions and rules of the sector. Particular consideration will be given to, inter alia, the new strategic lines adopted and being implemented by the European institutions (including the European digital agenda for the decade 2020-2030 and the 2019-2024 political guidelines of the European Commission), with the analysis of tools and perspectives relating to different subjects. Specific attention will be paid to the European Union as a promoter of the so-called "Digital transition", the institutional structure created by the Lisbon Treaty for this purpose, as well as the coordination relations with the Member States developed in this area. These skills will allow students to better fit into European (as well as national) professional contexts.
