The specific objective of the teaching is to equip today's student, tomorrow's graduate, with the tools and notions indispensable - from a legal perspective - to face the challenges that entering the world of work will necessarily present; therefore, during the course, the necessary theoretical/notional teaching of the precepts will be accompanied on a daily basis by the "materialisation of theory", demonstrating how in concrete terms the provisions and legal institutions gradually illustrated intercept and intervene in everyday activity. Furthermore, in the illustrated training path, particular attention will be paid to help form a critical logical/legal attitude towards the topics that will be examined, providing the student with the necessary legal tools for this purpose, precisely with a view to providing the suitable fundamentals to orient an interpretative activity that the operator will have to possess to approach the different scenarios that could arise. All this also ranging in subjects adjacent to the classical core of teaching, in particular the environment, landscape, public works and expropriation.
Lectures - frontal lessons, guided inspections to illustrate concrete cases of implementation of urban planning and construction tools and procedures. Cases with certification of DSA, disability or other special educational needs are advised to contact both the Department contact person and the teacher at the beginning of the lessons to agree on teaching and exam methods which, in compliance with the teaching objectives , take into account individual learning methods and provide suitable compensatory/dispensatory tools recognized by the University DSA Student Service.
The course will guide you in the study and in-depth analysis of the following topics: the notion of territorial governance; relationship between Territory, Environment and Landscape; general framework of the sources of urban planning law and the relevant legislation; the urban planning system with particular regard to the P.R.G. - General Town Plan and the various types of urban planning plans, including implementation and complex ones; regional legislation; the control of the Public Administration on construction activity in particular the system of building regulations and qualifications (SCIA, CILA, P.D.C.), building abuses and related sanctions; matters related to urban planning, in particular cultural and landscape heritage (reference legislation); discipline regulating construction activity in seismic zones, as well as the environmental institutions regulated by the Consolidated Environment Act (Strategic Environmental Assessment – SEA; Environmental Impact Assessment – EIA). Notes on the discipline on hydrogeological instability. Particular attention will be paid to urban and landscape planning from the perspective of the historical-cultural heritage with a focus dedicated to the enhancement and conservation of historic centres.
