OVERVIEW

The teaching concerns the juridical regulation of public security

AIMS AND CONTENT

LEARNING OUTCOMES

At the end of the teaching students will acquire knowledge of the juridical issues connected to public security in its various declinations: in particular, students will be able to reflect about the difficult balance between the protection of collective security and the exercise of individual rights.

AIMS AND LEARNING OUTCOMES

The teaching examines the action of the State about public security in several fields (foreign politics, internal politics, environment and health emergencies) and reflects about connected problems, in particular the adequacy of State intervention in order to protect public security together with democratic principle

LEARNING OUTCOMES (according to the Dublin descriptors)

1. Knowledge and understanding: The student will be able to describe and explain the different meanings of public security (content) after attending lessons and studying the materials indicated by the professor (condition).

2. Applying knowledge and understanding: The student will be able to apply the acquired knowledge to solve practical cases related to public security (content) during exercises and written tests (condition).

3. Making judgements: The student will be able to critically evaluate problems related to public security (content) using the acquired knowledge autonomously, both in academic and professional contexts (condition).

4. Communication skills: The student will be able to use the technical language of the discipline (content) to communicate clearly and unambiguously with both specialist and non-specialist interlocutors, both orally and in writing (condition).

5. Learning skills: The student will be able to autonomously deepen the main topics of the discipline (content) using normative sources and jurisprudence, especially in working contexts (condition).

 

 

PREREQUISITES

Having passed almost an exam like public law, constitutional law, comparative public law

TEACHING METHODS

The teaching will be held in presence. If health situation requires distance lessons totally or partially, notice will be given through Aulaweb page of the teaching: in both cases, lessons will be held online, without registration.

The teaching will last 36 hours. In the first part, the professor will hold frontal lessons to examine the main topics of the matter. In the second part, students attending lessons will deapen specific topics: their work will take place of one question at the exam.

SYLLABUS/CONTENT

The teaching examines public security in Italian system, considered as security of the Republic and security of persons.

In particular it will illustrate some fields of application:

primary security,

secondary security,

sport security,

cyber security,

health security,

environment security.

EXAMS

EXAM DESCRIPTION

The exam will be held in verbal form, in presence; in case of health emergency, online on teams.

It will consist of answering three questions about the topics illustrated during the lessons.

ASSESSMENT METHODS

 

Each learning outcome will be assessed through open-ended questions requiring the student to:

1) describe and explain the meanings of public security (knowledge and understanding)

2) apply knowledge to practical cases related to public security (applying knowledge and understanding)

3) critically evaluate legal situations concerning public security (making judgements)

4) use technical language clearly (communication skills)

5) autonomously deepen topics of the discipline (learning skills).

The assessment criteria include completeness, accuracy, clarity of exposition, critical ability and connection to the general principles of law.

Students having depositate regular certification of DSA, disability and special educational needs are invited to contact  the referent od the Department prof. Aristide Canepa (aristide.canepa@unige.it) and the professor, at the beginning of the course, to agree teaching and exam modalities that take into account individual learning methods and provide suitable compensatory tools.
