OVERVIEW

The course provides knowledge and skills to understand and apply the principles of economic evaluation of medicines, with particular reference to the role of the industrial pharmacist and the pharmacist working in the Italian National Health Service.

AIMS AND CONTENT

LEARNING OUTCOMES

To provide a general introduction to socioeconomics, with particular attention to pharmacoeconomics, health economics aspects, pharmaceutical pricing, the main economic evaluation methods, and the quantification of costs and outcomes.

AIMS AND LEARNING OUTCOMES

The students will be provided with the basics of health economics, including outpatient and hospital pharmaceutical expenditure, with a particular focus on pharmaceutical pricing at the national level and price regulation based on medicine classification. The main types of pharmacoeconomic analyses will be presented, the ICER parameter will be explained, and methods for calculating direct and indirect costs will be described.

By the end of the course, the students will:

  • Understand the main socioeconomic aspects of the pharmaceutical market
  • Know the differences between the various types of pharmacoeconomic analyses
  • Be able to assess the sustainability of new therapies
  • Be able to prepare a pricing and reimbursement dossier

PREREQUISITES

Basic knowledge of the organization of the Italian National Health Service, acquired in previous courses, is required.

TEACHING METHODS

The course consists of approximately 24 hours of lectures and uses teaching materials provided to students through Aulaweb.

Students with valid certifications for Specific Learning Disorders (SLD), disabilities, or other recognized educational needs are invited to contact the lecturer and the Department disability coordinator (Prof. Luca Raiteri, Luca.Raiteri@unige.it) at the beginning of the course to arrange appropriate teaching methods that respect course objectives while taking individual learning needs into account.

SYLLABUS/CONTENT

  • Introduction to pharmacoeconomics and governance of pharmaceutical expenditure
  • Reimbursed pharmaceutical expenditure and direct procurement
  • Definition of pharmaceutical expenditure categories and remuneration of wholesalers and pharmacies
  • Classification of medicinal products for reimbursement purposes and price determination
  • Definition of Health Technology Assessment
  • Pricing and reimbursement dossier
  • Main economic evaluation methods: Cost-Minimization Analysis, Cost-Effectiveness Analysis, ICER, Cost-Utility Analysis, Cost-Benefit Analysis, including determination of direct healthcare and non-healthcare costs, and indirect costs
  • DRGs and related tariffs
  • Micro-costing and macro-costing methods
  • Outcome quantification, QALY and DALY
  • Health-Related Quality of Life (HRQoL), preference and utility methods
  • Application of Time Trade-Off and Standard Gamble approaches in health economics

EXAMS

EXAM DESCRIPTION

The exam consists of a written examination aimed at assessing knowledge of theoretical aspects of the topics covered and the ability to apply the concepts learned.

ASSESSMENT METHODS

The exam evaluates knowledge of the fundamentals of socioeconomics and pharmacoeconomics through multiple-choice questions, open-ended questions, and/or exercises.

Evaluation criteria include:

  • Mastery of the subject
  • Ability to address topics in an interdisciplinary manner
  • Clarity of presentation and correct use of technical terminology
