SYLLABUS/CONTENT Part 1: Institutions and legal framework Institutional structure of the Union: - origins and evolution of the Union: from the Paris treaty to the Lisbon Treaty - relationships between the Union and Member States (in particular: allocation of competences, subsidiarity and propotionality principle) - Institutions of the Union and their relationships - the Union as international actor and its external competences The normative framework: - primary law (in particualr, treaties and their evolution, general principles of law) - secondary law (binding and non-binding acts) - atypical acts - relationships with domestic legal systems (direct effect and primacy Part 2: European Union law and family matters Techniques and legal basis for the EU's intervention in family matters - allocation of competences between the EU and Member States - free movement of people and family relationships - protection of fundamental rights in family contexts - the action in the field of private international law Free movement of EU and non-EU nationals and the right to family reunification - right to free movement and right to residence - movement of non-EU nationals - family reunification of EU and non-EU nationls Fundamental rights under the focal lense of the protection of families between EU law and the European convention on fundamental rights and freedom.
