OVERVIEW

The Course wants to give a basic knowledge of the various tools and of the main institutional references and the respective procedures.

AIMS AND CONTENT

LEARNING OUTCOMES

The course aims to provide basic knowledge on planning tools, laws, and the resulting procedures that are customary in the ordinary practice of the civil environmental engineer. The course also wants to focus the main institutional responsibilities on land management at different levels of relevance. It also intends to provide a first approach to technical-methodological problems of small-scale, application of the content above exposed.

AIMS AND LEARNING OUTCOMES


The course also aims at teaching students how to collect and analyze data and to manage priority aspects in urban projects. The student is encouraged to formulate critical observations on the governance.

TEACHING METHODS

The ex-cathedra lectures will be complemented by practical exercises, with both analytical and graphical processing, referred to urban areas and/or circumscribed areas. Some seminars, held by experts of local authorities, are also provided.

SYLLABUS/CONTENT

- General overview of the planning discipline and description of basic knowledge through analysis of the contents and the consequent technical applications of the main laws (Urban Law, L.167/62, L 765/67, DM 1444/68, L 861/71, L.10/77, L.457/78, L.47/85, L.142/90, L. 59/97, L127/97, DL 112/98, …)
- Urban and building Indices - homogeneous areas-urban standards-soil - System license and building permit - Illegal - Building and urban recovery
- General organization of urban planning tools.
- Framework and general plans. Ordinary and sector plans.
- Attuative planning
- Specific Insights on PRG, PR and Building Regulations.
- Liguria’s Urban law (LR 36/97, PTR - PTC - PUC) and comparison with others urban tools in the different Italian regions
- Concerted Planning: general asset of the tools at the national level. The experiences of Liguria. Insights on POI, PI, PRU.
- Synthetic description of the essential contents of the most important Sector plans: Basin Plan, Landscape Plan, Plan of the Park
- Functional areas and components of the urban asset - infrastructures
- roads and traffic - types of stands.
- Urban networks: general patterns of distribution and operational capabilities

EXAM DESCRIPTION

The course includes an oral test.

ASSESSMENT METHODS

The exam consists of two parts:.
- The first part consists of the presentation and subsequent discussion of an analyzed theme (through the realization of a written report) by the students regarding an issue identified during the course;

This report is a team work that makes students discuss together on national and international issues related to the city and the territory. It is a way to exchange ideas, talk about problems and propose solutions from the lesson learned during the course. The report is presented to the class and contributes to individual and collective learning in urban planning. In this way, the results obtained by each team are disseminated to the other students.
- The second part concerns the program made during the lessons.
