OVERVIEW

The course has as its object the constitutive elements of the system and policies of social and health services, elements that define their structure, form, operating modes and more generally their organizational structure. The internal and external factors that determine the complexity of this system and the importance of strategies and forms of integration to deal with this complexity will be highlighted.

The course aims to guide the student in understanding the system of social and health services.

AIMS AND LEARNING OUTCOMES

The course aims to provide students with the necessary elements to understand the organizational processes that determine the structure of social and socio-health services, the relationship between services in the production of interventions as a response to the complex needs of health, well-being and more general quality of life.

In particular, with reference to social and socio-health services, the following will be explored in depth:
• the response to complex needs as the primary objective of the welfare system;
• the legislation (with particular reference to Law 328/2000, Prime Ministerial Decree 14 February 2001, Regional Law 12/2006, National Plan of Social Interventions and Services 2021-2023) and the sources of financing (state, regional, municipal and cost sharing by people), with a prospective look at the historical evolution;
• the culture and values ​​of services for people;
• the current structure of services (from Social Territorial Areas to Social and Health Districts to specialist health services to the third sector) and related services;
• the forms and tools of territorial integration;
• the internal and external relationship dynamics of the organizations in question (hierarchies, power, conflicts, ...);
• ethical aspects that intersect the topics covered.
At the end of the course, the student will have to:
• know the regulatory provisions, financing, culture and values ​​underlying social and health services;
• know the models, the structure (Social Territorial Areas, Social and Health Districts, specialist health services, ...), the skills (social and socio-health services, LEA and LEPS, ...) and the functioning mechanisms of the social and social services system - healthcare, in order to be able to orient the person in the service arena and to be able to articulate the individualized project, paying attention to the complexity of the question and the possible answers;
• have acquired the elements necessary to operate in multi-professional contexts and cooperation between services belonging to different organizational structures, aware of the roles, functions and tasks of each one;
• know how to orient yourself in the complexity of social and socio-health needs and the responses provided by the system;
• know the essential elements to participate, in an active and responsible way, also from an ethical point of view, in the construction (in planning and in operating) of the integration required to support people in recomposing the response to their complex needs;
• possess the elements required to support local administrators and/or service managers in planning with reference to the allocation of resources, the functioning and the regulation of people's access to social and socio-health interventions, also with reference to economic sharing of citizens.
• knowing how to use in a proper way the acquired language and knowledge, both on a conceptual and operational level, in relation to the exercise of the professional role.

PREREQUISITES

None. 

TEACHING METHODS

The teaching consists of lessons, for a total of 36 semester hours divided into 4 hours per week, equal to 6 CFU. The course will see the alternation of frontal lessons and moments of active involvement of students. A discussion will be activated on the topics covered and exercises and group work will be activated to experiment and therefore consolidate the knowledge covered by the teaching. Service experts will be involved with reference to the current structure of social and socio-health services.

State, regional and municipal funding sources and people's sharing in the cost of services.
The culture and values ​​of personal services.
Managerialism and social services: needs, opportunities and risks.
The current structure of services and related skills: Social Territorial Areas, Social and Health Districts, specialist health services, third sector.
The forms and tools of territorial integration: conventions, program agreements, associations between municipalities and between services, working groups, co-programming and co-planning, ...
The dynamics of internal and external relations to the organizations in question due to hierarchies, balances of power, conflicts, ...
The new code of ethics for social workers in reference to the topics covered.
