The course introduces the topic of public management.

AIMS AND CONTENT

LEARNING OUTCOMES

The course develops the fundamental concepts, the theoretical frameworks and the exemplary cases to integrate different managerial skills in Public Administration and Healthcare. The course aims at providing knowledge to understand the processes and rules of operations in the public administrations and in the healthcare sector, to understand the needs of firms and citizens, to think in a project perspective, to recognize and overcome the traps of bureaucratic organizations, to measure the performances of public and healthcare organizations, to use innovation management tools in the context of public administration and healthcare.

At the end of the course, the student will be able to:

• know and understand the role of public institutions in generating value for society
• know and understand the main managerial theories of public institutions
• apply management control techniques in public institutions
• analyze the performance of public institutions

TEACHING METHODS

Teaching will mainly take place through lectures and testimonials from the public companies.

SYLLABUS/CONTENT

The course program includes the presentation and discussion of the following topics:

• Public goods and private goods supplied by the public sector
• Public institutions and companies: purposes, functions and complexity
• The managerial theories of public institutions: from the Weberian bureaucratic model to the new public management and beyond
• Management and control in public institutions
• Performance measurement in public institutions

Learning assessment takes place through an oral test, which consists of questions relating to the topics addressed during the course.

ASSESSMENT METHODS

The oral exam will evaluate the ability to understand the theories underlying the approaches, methods and tools applicable in the context of publich management as well as the student's ability to think critically.
