AIMS AND CONTENT LEARNING OUTCOMES The aim of this teaching is a basic knowledge of the aforementioned guidelines, both regulatory and administrative, and still in their applicative and jurisprudential implications. AIMS AND LEARNING OUTCOMES The aim of teaching public law of the digital transition is to provide theoretical and applied legal skills to recognise, interpret and provide solutions to the issues posed by the digitalisation of the public apparatus and functions, particularly in view of their efficiency in the pursuit of interests public and the protection of fundamental rights. At the end of the study of the subject, students will be able to: - place the phenomenon of the transition from analogue to digital from a historical-juridical point of view as regards the institutional, administrative and jurisdictional level; - understand and comment on the national and supranational legislative shaping of the phenomenon; - identify principles, rules and solutions to address the relevant problems, particularly in the field of public law. PREREQUISITES No prerequisites are required, although it is strongly recommended to place the subject at least after the first year of the various degree courses present in the Department. TEACHING METHODS The teaching is divided into 36 hours of frontal lessons held by the teacher, but encouraging the active participation of students also through the proposition and analysis of practical and current cases. Officials, scholars and experts may occasionally be invited to carry out seminar activities with the aim of allowing students to acquire greater awareness of the concrete and applicative dimension of the subject. Students are recommended to register on Aulaweb, where the materials relating to the teaching and any notices will be uploaded (for example, the postponement of the date of an exam). SYLLABUS/CONTENT The teaching program includes the study of the following topics: - The development of public information technology in Italy (historical notes). - The digital transition in government institutions and public administration (e-democracy, e-government, digital citizenship). - Digital justice (e-justice). - Artificial Intelligence in public administration and in the judicial sector; - Cybersecurity - The processing of personal data - (dis)information on the net and the impact on democratic systems RECOMMENDED READING/BIBLIOGRAPHY For attending students: The notes and material provided in class For non-attending students: M.E. Class schedule The timetable for this course is available here: Portale EasyAcademy EXAMS EXAM DESCRIPTION The exam will take place, barring exceptions dictated by any proven individual needs, in oral form and will normally be divided into three/four open questions. ASSESSMENT METHODS During the final exam, students will be invited to answer a certain number of questions on any part of the program in order to verify the knowledge acquired and the ability to orient themselves in the subject. The correctness and precision of the presentation, the appropriate use of legal vocabulary and, in particular, the ability to critically reason with regard to the topics studied will also constitute evaluation parameters. Students who have valid certification of disability or Specific Learning Desorders (DSA) on file with the University may request the use of compensatory measures during the exams (e.g. additional time, concept maps, modifications in the written/oral mode), following the guidelines (p. 5) published here. In any case, it is understood that the final grade of the exam will be defined on the basis of a balanced and thoughtful evaluation of the overall preparation (very serious gaps or misunderstandings, for example, not being able to be "compensated", in principle, by the good outcome of the exam exam on other parts of the program).
