AIMS AND LEARNING OUTCOMES The study of the subject aims to delve deeper into the following themes: - Regional and local autonomies in the form of State outlined by the Constitution (before and after constitutional reforms of Title V) - The autonomist principle - The political autonomy of the Regions and Local Authorities - The system of sources of state and regional law and their mutual integration - The European constraints integrating the Stability and Growth Pact - The constitutional reform on the so-called. "balanced budget" and repercussions on the autonomies system - The intervention of the Monti Government, for the establishment of the Metropolitan Cities and the suppression of the Provinces and the inherent problems of constitutionality - The subsequent interventions of the Constitutional Court and the legislator - The Metropolitan Cities and the Provinces in the Law of 7 April 2014, n. 56 (so-called Delrio Law): organization and functions - The relationship between Regions and Local Authorities in light of recent legislative reforms: the transitional phase from the previous system to the new one in the relationships between Regions-Provinces, Regions-Metropolitan Cities, Regions-Municipalities - Effects of recent constitutional and legislative reforms on social service and social promotion functions. In particular, problems of the transitional phase between the previous system and the new one - Further prospects for reform of local authorities.
